RaiMan proposed the following answer:
popups can be detected by using onAppear/observeInBackground.
Acting on something, that is visible in the ActionCenter should be
normal SikuliX usage.
Looks like an interesting use case - so I will have a look, how a
SikuliX script behaves with respect to the action center.
