Some areas in Mumbai are low lying and have drainage problems.
It would be wrong to generalise all of Mumbai in that category.
There are very few cities in the worlds which house a population
as large as Mumbai and get that kind of torrential rains. AFAIK it
has been been raining heavily for the last few days.

Thane which is a neighbouring city (but practically a suburb
of Mumbai) has excellent roads and drainage systems. There
are few such instances there. So the situation differs from
suburb to suburb. Important point to be noted is that much
of Mumbai today is built on reclaimed land.

BTW I could have taken photo of Bommanhalli in Bangalore
or Chennai last year and claimed it is a gutter too. That too
after just a half a days worth of Mumbai rain.
