Why do the politicians automatically get blamed for everything?

Why is no one even considering the blame due to the schools (I don't know
all the details of the situation - I just know what I've read here) who
blatantly broke the rules and started teaching in English when they were
not licensed to do so? (Irrespective of whether the rules were good rules
or not)

Or for that matter, what about the parents who colluded with the schools
to change what was supposed to be taught? It's not as if the parents were
deceived into thinking these were English schools - they are the ones who
campaigned to get the schools to teach English.

I'm sick of how politicians are blamed for everything. In general, they're
not always shining examples of humanity, but in a lot of cases I think we
get the politicians we deserve.
