There are angel investors, and there is a group in Delhi called the "Band of Angels," who are funding companies. Some of these angel investors are located outside India...in the US, UK etc.
There are start-ups that are boot-strapping and chugging along. Once you have a prototype and a couple of customers...the interest from the investors increases...
The under the radar models that I mentioned I suspect might be funded by the larger companies and spun-off. I am thinking of OnMobile that was spun-off from Infosys.
Also to incubate and grow a product company is a tough challenge in India...there is a dearth of knowledge in this are in India...or at least that is what I hear from people ...a few years ago during the dotcom Infosys started a products practice and discovered that working with product companies was very challening. They did not make a whole lot of money from
that experience. So, the Infosys experience is just one instance. But, there are others who did not make it ...

It's interesting that you didn't mention angel investors when
highlighting the VCs claim to not be interested in early stage
funding. And what of the bootstrap model? Might some of these under
the radar (tech) products out there be from people beavering away
without serious outside investment?
