Well - I was at the IGF, which had similar issues though it was far less
of a circus sideshow - the usual proponents of various isms were in full
cry there as well.

And I give capacity building speeches too.  So do other really good
people I know.  Difference is, I (and about 10% of the people attending
the IGF) are known to actually roll up their sleeves and genuinely do
capacity building rather than simply deliver powerpoints on the issue

Lots of others who do capacity building speeches, make obligatory
protesting noises when someone speaks, and then disappear to chow down
on spoonfuls of salmon topped with caviar.
