If I had to build a $10 notebook, then I would consider making a tablet sandwich from an OLED display + pen tracker, most of circuitry organic with a few dies interdispersed (because inkjet printed electronics alone is pretty crude and slow so far), and print a battery on top of it. No movable parts. Even then I'm not sure $10 would be doable, even in large volumes.
