Hmmm... I doubt that this was a political statement. Tilak's statement might have something to do with the way it is celebrated in Mumbai and nearby areas. Shiv's version makes sense to what the elders have told me as a kid. I guess the south indians have a different reason to celebrate Ganesh Chathurthi. Again, I might be wrong.
