the hopeful thing about india is that while this class of indians
certainly has a lot of power, they don't have it all, and most
importantly they don't vote, and probably don't even know the difference
between the names of the state and national parliaments as suketu mehta
illustrates in _maximum city_.

having a higher voter turnout among the poor compared to the rich makes
india pretty unique (excluding of course small rich democracies where
most people vote, and may even be forced to do so by law, as in ...
belgium!)
