I am a regular patron at Cha Bar's (a local tea room chain) across
India and have no complaints about quality or service. Matter of
factly, both of those are excellent. However there is one curiosity
that has struck me. There is a reluctance among the wait-staff to
refill a pot of tea with hot water more than once though I'm not
really sure if it's corporate policy.

It does make, commercial, sense to refuse more than one refill of hot
water but some teas, Chinese and Japanese come to mind, are well
suited to multiple steepings. The only other tea bar that I frequent,
Infinitiea in Bangalore, is quite happy to refill the pot as many
times as requested.

Is this reluctance true the world over?
