It seems really odd to me that he is allowed to compete in the
paralympics (olympics for the physically handicapped) implying that he
is disabled in some way.  Yet he is not allowed to compete in the
regular olympics because he has an advantage ?!

This is only an apparent contradiction: keep in mind that his race legs are *only* good for racing. He has an advantage during the race because of the materials, but he's disabled after the race because he probably has to swap legs to walk back to the car. Able-bodied athletes are able to putter about the house on the same limbs they race with.
