IIRC, the ISP published bogus routes, and the cooperating providers
accepted the BGP-pushed routes for some strange reason.

Our networking is really primitive right now. Anything based
on geographic routing would work with only local-knowledge
routing tables (either enumerated verbatim, or just a diff
from an ideal configuration (list of defects) for very dense 
environments) would be impossible to manipulate that way.
