More interestingly - is there a "caste system" in the IT sector in which working for a foreign multinational telecom company makes an employee less dumb that the average MTNL or BSNL employee?
A market-based one, to start with: the average MNC employee is paid significantly higher than the average MTNL/BSNL employee. One datum in support of this notion is that there are several technically sound people from MTNL/BSNL who are now MNC employees. I know of *no* cases where the opposite is true.
Also, it is quite possible for individually smart people to make up a collectively dumb company. See here [2] for one set of thoughts around this.
