Something along these lines still happens in Britain - it's hardly unique
to India. It happens to a much lower degree, and the system is generally
better, but it certainly happens - I've seen my share of cases about it.

And even as late as the 70s in Britain, the exact scenario above was much
more common - just pick up someone you don't like (often black) and beat a
confession out of him..
