You assume that the intent is to find the exact anonymous individual.
In most cases it might be so, since this data might get the
investigator sort of close to the truth, but even if there's
reasonable doubt that's reason  enough to knock a confession out of
anyone. Existing evidence and historical musings of Indian police
officers seem to indicate that miscarriage of justice isn't a major
concern in the service, but not having a name against a crime is.
