you missed the weasel keywords "shall endeavour".

constitutionally ingrained weasel keywords allows any govt. to
continue the pipe dream for the next 500 years. If the education
quality in state/govt schools sucks big-time, bringing every school
under that sucky umbrella will force each parent to demand better
education quality and hence hopefully usher in change.

sometimes needed to hold the fort and in a twisted way can be used to
bargain for peace. In an imaginary situation, with no kids India wont
need schools either.
