you mean banning private education, then? that's the only way it'd work. same thing for hospitals and doctors. this does work in some countries, but only when they're able to implement high quality public services. do you seriously think better-off indians are going to wait for public education to reach above-abysmal standards? and if private services are allowed as a "temporary" solution, we're back to the present situation - where even very poor people in villages send their kids to private "schools" where the same teachers supposed to be working in the public school come and provide classes (often in english) for extra money. to be fair, they may not be receiving much of their salaries, especially in the lands aravind adiga refers to as "the darkness" in his brilliantly satirical _white tiger_. -r
