I expect that someone reading that statement would take it for what it said
first, which is that the community does attempt to inculcate such values
amongst its members. This is perfectly accurate. It does not, however,
address other groups at all, either in their adherence or denial of such
habits. So where does the concept of a monopoly enter the picture?
