Actually you are taking off on a tangent here. Health department and
National Defence are different topics.

For that matter more people die on railway tracks and public roads
each day than the number of people killed in the Mumbai attacks. So?

And terrorists can also attack water storage reservoirs with
biological/chemical agents. That is the first damn place to put a
security cordon.
