Think you've hit the spot there - age combined with relevant experience, at least in the IT sector which is the only industry I can really comment on. For e.g. a "senior developer" usually has about 2-3 years of experience after college, while I have seen senior developers in US with 5-8 years of experience. And you can pretty much extend that logic for all the levels. Add to this the weird trend of almost everybody with around 7-8 years of experience becoming "project managers" or some other managerial position, and its not hard to see why the overall workforce is less productive. There are obviously other factors involved like quality of education, training imparted, mad rush towards getting an engineering degree etc., but this might be a significant factor if not the most.
