GoI does not realise that security can always be bypassed, and that is something they have to live with. Considering sending emails to chief minister, Member of Parliament as a security breach, Perhaps some one has been watching too much of Jason Bourne / James Bond in the Ministry play the blame on the Internet. Of all the Internet security research taking place in CDAC , W3C India office and most of these organizations have their own downstream versions of GNU distributions none of them provide any responsible disclosure of any vulnerability issues to the vendor-sec list.
