As hazare's putative lokayukta doesnt seem to care a shit about center,
states, union territories or separation between them, how easy or
difficult is it going to be for this body to do anything at all?

And once the lokayukta is setup, what does it have that backs ITS
powers?  All the police is state controlled, just to start with.
