perhaps yes, perhaps no. there is a similar example from sometime back
-- there are different ISPs in nairobi all with their own fibre-optic
backbones. its competitive, so one of the unsavory practices is to
vandalize the other isp's fibreoptic cables (including the backup
cables ). you would think this would raise a lot of complaints (yes,
but only customers complaining of downtime). i attended a stakeholders
meeting once and not one of the ISPs present wanted to even talk about
this - because they were all doing it to each other. this ongoing
practice is far more disruptive than some rogue google employees
perjuring themselves, yet it doesnt the same kind of outrage locally.
