Sadly, the FAO and WFP are like rating agencies. Their funding cycle works on the basis of declaring food emergencies. If there were no food emergencies the WFP would close down. e.g. the somalian drought crisis making the news now is a manufactured crisis, somewhat like the 'malaria epidemic' sometime back in the same country.
