Need to check my son's passport. In any case, for travel to the US, Singapore, EU, etc, are people permitted to depart India irrespective of ECNR status?

I'd traveled on my passport before, so I got a rude shock when I wasn't allowed to go to the Philippines in 2004. Is the ECNR regime still on? And does it apply even for 3 year old kids traveling with ECNR certified parents?
