A fine sentiment, but it's trivial to distinguish modem traffic from voice.
Steganets ("none of you has ever seen a dead donkey") might be a little less obvious than darknets (and the normally abysmal S/N ratio of social networks may actually provide decent channel bandwidth?).
Personally, I'm living in a country where I still have faith in the civility of the goons.
