The Supreme Court of India has held that there is a Fundamental 
(Constitutional) Right to privacy arising out of Article 21's guarantee of the 
Right to Life. The case was PUCL v Union of India in 1997 I think (if googling 
you need to be careful as there are a number of PUCL cases). 

I'm sure there would have been cases interpreting this right since 1997 too but 
I don't know any offhand. 

Incidentally, some US Constitutional rights do apply to non-citizens as well, 
especially non-citizens within US jurisdiction (this is why there was so much 
argument about the precise jurisdictional status of Guantanamo Bay).
