 Here are a few passages from the NFPA NEC.
   ( National Fire Protection Association),(National Electrical Code)

  Art. 200-10(b) snip- Exception no.1  Two-wire attachnent plugs,unless
of the polarity type,need not have their terminals marked for
identification.
  Art. 250-45(c) snip- Exception: Such tools and appliances protected by
an approved system of double insulation,or its equivalent,need not be
grounded.Where such an approved system is employed the equipment shall
be distinctively marked.
  Art. 422-4 Portable appliances shall be provided with an adequate
dielectric interposed between current-carrying parts and those external
surfaces which a person can touch,except for toasters,grills or other
heating appliances in which the current-carrying parts at high
temperature are necessarily exposed.
  Art. 422-20 Each appliance shall be provided with a means for
disconnection from all ungrounded conductors.
  Art. 422-22(a) For portable appliances a seperate connector or an
attachment plug and receptical may serve as the disconnecting means.
  Art. 422-22(c) Attachment plugs and connectors shall conform to the
following: (1) They shall be so constructed and installed as to guard
against inadvertent contact with live parts.
           (2) They shall be capable of interrupting their rated current
without hazard to the operator.
           (3) They shall be so designed that they will not fit into
receptacles of lesser rating.
  Art. 210-20 snip ,notes: One of the major problems in reducing
electric-shock accidents is the education of users of electrical
equipment to understand the causes of electric-shock. Misuse of
electrical equipment is one of the leading causes of electric shock.

   This explains why it has a UL sticker.  :-)
    Please don`t forget it also had to pass all of the expensive
UL(Underwriter Laboratory) tests.
