I too agree......... Accelerate the workings of Karma Go to the local Mafia there in Guam and pay the RIGHT person a thousand or so to force Cisco the rip-off artist to surrender title to the boat. Reach the *wife* and she will squeal on Cicso and spill the beans. Don't forget that Guam is third world and that there are plenty of thugs who will do your work for you at the right price.
The boat can be sold and some of the money recovered. The boat does not seem to be a 27,000$ boat.My guess is that 6,000$ was spent on the boat and Cisco squandered or more likely still has the rest of the dough. Probably in real estate......check out deeds in his and wife's name. He put on an act of being out of money because he knew word would get back to Rifers in the USA and world of a boat that needed repair and a poor Cisco and wife...... [who somehow have enough $$$ to drink lousy overpriced beer all the live long day.] He sound like a former doper who now drinks instead but remembered his old doper scams and rip offs. My guess is that other locals have been screwed by Cisco and that he has a bad reputation.
