No, it's more than than.  Starter solution (previously made CS) is 1/4 of
the new batch you are going to make.  Action Electronics suggest making 8
oz. at time--2 ounces of starter solution and 6 oz. of heated distilled
water.  

I make more than that at a time but keep the proportions right.
