I don't think anyone has come out and said it, but the Blue Man spent some time
in a UV tanning bed.

Also keep in mind that it does not take a lot of light to expose silver
salts and make them form what is called a virtual image (which then can
grow if additional salts are present). How much? Well, take a camera
with film in it, and INDOORS, open the lens for only one second. Then
develop the film. If you have any normal level of light, the film will
most likely be totally and completely overexposed! You don't have to sun
bath, walking outside on a winter day is likely enough. Also the
shorter wavelengths of light, such as UV which have a stronger effect on
silver chloride easily penetrate clothing, as I sadly found out first
hand once. So I would expect that the argyria would be less, but not
missing entirely on his body. Of course a good bit of where it shows up
and how badly could also be due to where he primarily applied it
topically as well.
