I think he is pointing out the subtleties that can occur at different 
levels of lying.  For instance if a doctor says that there is nothing he 
can do for a particular person or ailment, does that mean he know of 
nothing that can help, or that if he were to tell you something that 
would help, he might lose his license. Once cam lie by omission as well 
as commission.
