If he would lose his licence, there's nothing "he" can do.
...doesn't mean there's nothing someone else can do.

 But it's worse than that.

If he even suggests something that's not "in the book", he can be sued if it doesn't work or causes some other harm ....as well as losing his licence. Doctors are on the double defense in this litigating atmosphere of blame and indirect culpability.

Even if not going to the doctor would result in lost earning ability, going to the doctor and winding up disabled anyway, makes it his fault and he pays you for the rest of your life and your families lives as well. Somehow, a living not yet made is the same as one lost when NOT going to the doctor would have had the same result. Somehow, a possible future potential backed by a miracle has a value the same as an established fact when NO future is sure.

There are things he cannot tell you, even if he does know and "I" can't help you is the truth. Turn that around and outline the alternative. If he doesn't protest when he can't legally agree, take that as an invisible nod that can't be used against him.

I think he is pointing out the subtleties that can occur at different levels of lying. For instance if a doctor says that there is nothing he can do for a particular person or ailment, does that mean he know of nothing that can help, or that if he were to tell you something that would help, he might lose his license. Once cam lie by omission as well as commission.

I have no doubt that some doctors (being people,
after all) lie. But my

doctor doesn't lie to me. Faith G.

Many exist for sure.

The one pitfall, many miss.
