Rudimentary is the word, all right! On the website he says, "Colloidal silver and sulfur mix is the best antibiotic known to man and it is so easy and almost free to make it by the gallons with 2 little pieces of silver. If it be a silver coin, sterling silver table utensil, or a piece of silver bar and you need 2 pieces of melted sulfur powder to convert it back into its heavy metal state."
Sulfur can come in many forms but he doesn't mention what form he uses. If it smells "like sulfur" it isn't elemental sulfur, BTW. Elemental sulfur is odorless. Also, using silverware or silver coins is probably not the best assurance of purity. :) But all that aside, the short answer is he's likely creating (or trying to create) silver sulfide. I honestly do not know whether it is wise to ingest that, but I do know it has been used by some people who swear by it, and it is considered excellent for topical use on burn victims. I believe it was marketed by pharmaceutical companies also, before they got into their patent schemes. I think Silvadine ( a prescription moisturizer cream) contains it. My mother swears Silvadine stopped her eczema, which I know she had pretty badly for many years. I have no reason to doubt her.
