Hi, I really like the concept you bring up of vacuum distillation, AKA turning water into steam at virtually room temperature. But I disagree with you on a couple of things you claim - or disclaim? <g>
I think you'll find that ANY distiller, "given a gulp of" bilge will fail, including a vacuum distiller - which does a great job of distilling kerosene and diesel right along with water. To make a long story short, a good system will have a series of filtration devices from flotation separators to sludge filters to centrifugal spinners to standard mechanical filters to chemical media designed to meet the challenges of the feedstock. The membrane of a R.O. filter is no more delicate than a 1 micron mechanical filter, any chemical medium, or resin-bed "softener", and not much more expensive or difficult to replace than any other good quality filter medium. A failed vacuum unit, or its associated pump are quite expensive, as you point out yourself. Since medical facilities and laboratories rely on the purity of the water they use, and they use R.O. systems and DI cartridges it's a little off-the-wall to claim that vacuum distillation produces water "much better". My own relatively cheap R.O. unit with a DI cartridge produces water reading less than two tenths of a Micro-Siemens conductivity and I replace the filters at a cost of less than $30, once every two years; not when product indicates a need to, I do it just as a precaution. The system yields about 50 gallons U.S. per day at max., which is way more than I need for my modest CS making and personal consumption.
