Do you need the two to mix? If you put the CS and essential in a closed 
container and shake won't the ionic silver bind with substances in the 
essential oil? Do you need a homogeneous mixture?

That is why it says "binder".  With the appropriate binder, you can mix 
oil and water.  Take some water, add a few drops of oil to the water, 
then add a few drops of dishwashing soap, and shake.  The soap binder 
will allow the oil and water to mix.
