There is a delima. If CS stays very small, then the government isn't going to worry about it. If it were big enough everyone knew about it and used it, they would't be able to convince the population that it is harmful and they need to be protected from it. But we are at a point where it is just now starting to really theaten the health industry, yet too small for most to know that the lies the governement would tell when they start thrown everyone associated with it in prison are really lies.
