Depends on what you mean by best. Cheapest, or what produces the best 
results.  The best results are obtained using atomic absorption 
spectrometry, and next best would be a photo spectrometer with the 
proper digestion and preprocessing of the product.  The first I think 
runs about $50,000 and the second about $5,000.
