You could get some silver ascorbate and silver chloride.
I see online that citric acid is used in canning, and is very
available and cheap. At Amazon 4 oz is $1.10, and 5 pounds is $26.39.
I get the NOW brand at my local health food and vitamin store.
Sounds well worth experimenting with. And if it is used in canning,
then it is probably pretty safe to consume too. Just have to figure
out a reasonable quantity for a gallon over distilled water.
Depending on the concentration of silver citrate you want, start with
about half the concentration of citric acid as you want silver citrate.
You can tell when it is "done" by monitoring the pH. When it hits 7, it
should be virtually 100% silver citrate with no citric acid or silver
oxide present.

If you have a CS maker, then put some citric acid in the distilled
water before starting. If not you can use distilled water with some
citric acid added, and run a current through it between two silver
electrodes. Such things as limiting the current to under 1 mA per
square inch of anode, stirring and polarity switching are unnecessary
when making citrate.
This MIGHT work. Put some silver powder into a solution of H2O2 and
citric acid. Have not tried it.
