You have plenty of fluids in the underlying tissues more easily re-hydrated than the outer skin.
I mean..it's WET in there !!!

The oils seal the skin preventing evaporation that's faster than the natural rate of hydration from underneath.

As a nurse we are taught that glycerin draws fluid out of the underlying tissues, so yes, it may "moisturize" the surface but at a cost to those underlying tissues
