I trust you are talking about the Ag+ ion which is an oxidiser.
(Oxidise - the act of removing an electron, the oxidising agent is
reduced in this reaction - gains an electron.)
The Ag+ ion would need to encounter the Cl- ion for a reaction to
procede, and strike it in a particular orientation.
