Electromagnetic radiation drops off to the square of the distance. Thus
if you are 10 feet from your meter, and 100 feet from the neighbor's,
you will receive 100 times as much radiation from yours than your
neighbors. That assumes that the antenna is omnidirectional. If the
antenna is directional, or they are using the wiring as the antenna, all
bets are off.
