If you go to a jewelry store you should be able to buy non-tarnish paper. It's a paper impregnated with something that will stop tarnish. You can put it into a box with silver and the silver will stay nice for a long time.
Things that you want to set out to look at and occasionally use you put car wax on. Polish the silver so it shines, then put a thin coating of a good car way. Rub that (buff) and there you are--sealed from the air so no tarnish. Jewelry stores (who don't like to tell you this little secret) will wax their big pieces and set them out. Then all they have to do is dust them. You can't, naturally, do this for inside something like a pitcher or tea pot that you will be drinking out of, but you can on the outside of it, or vases or plates or whatever. So long as your food isn't coming into direct contact with the car wax you will be fine for the occasional use of a waxed item.
