That's not entirely true, the rate of absorption is low because of the angle of the sun, especially in winter. You are much more likely to get a severe burn in 2hrs in Arizona than you are in 2hrs in Washington. Besides, most of the time we're under cloud cover. E Washington might be a bit different but you still have the angle of the sun to deal with. University of Washington studies have recently, like the last year or two, shown that most residents of Washington are low to severely low in Vitamin D. I'm a farmer and spend most of my time outside with the animals and crops all summer long yet my level of Vitamin D was down at 19 last fall. They like it about 50<. Vit D is important in many things including, but not limited to controlling cholesterol, fending off cancer, and high blood pressure.
