The process we recommend here is long, slow deposition of silver in pure water, at low concentrations (less than 20 ppm generally) and low current densities. As far as I know from others' reports, both work. There doesn't seem to be much difference between ionic and particulate performance overall, though there seems to be a few areas where one or the other works a bit better. My thought is that any decently made silver preparation is effective enough that it's more important to use *something* than to worry over slight differences. Best of luck with your canine companion!
