No, I made my own from an Explorer II aquarium, magnetic pump, flow meter, power supply, and timer. Total cost was around $100.

Use a flow through design. You need to pump slightly over 2 gallons an hour, use 100 or more square inches of anode, and about 100 mA of current, polarity switched every minute. You also need a stirrer, or a pump to stir the water.
