Sorry, Mark. I missed that that reference was still there when I set up the new archives with Mail Archive after the e-scribe folks went bust, several years ago. I've edited the page to say there are currently no archives for the Silver Off Topic List.
So, I'd suggest you go ahead and post. Given that there's little to no "institutional memory" for the OT list, and not a lot of volume, it can hardly be a problem for anyone.
