The article contains a number of inaccurate points and and terminology
conflicts, never mentioning the difference between suspended [charge
neutral] "particles" and dissolved [positively charged] ions...nor the
varying proportions of each or the fact that in  electro-colloids, most of
the "particles" are not "pure metallic" silver but consist mainly of silver
hydroxide and some amount of silver oxide.
The electron microscope will NOT represent particle sizes in "EIS" as
preparing the sample actually CREATES what it takes pictures of and what it
shows was never in the water.
He is also wrong about why colored glass storage is recommended.  It's a
legacy of using buffers like salt or baking soda creating photo reactive
silver compounds while using nothing but pure silver and pure water make
none of these.
He has not heard of current density or the fact that voltage is only
relevant in controlling current.  That "Golden Mist" is in fact silver
oxide being formed in the water [rather than in the diffusion layer so it
will stay on the electrode] because the Nernst diffusion layer was
oversaturated [over loaded] due to using too  much current over too little
electrode surface area and it's that silver oxide that overwhelmingly
contributes to the yellow color while Rayleigh light scattering effects
from particle sizes are quite minor, being that very little of the total
silver content is a particle at all of ANY size. [ions are all one size,
far too small to refract light in the visible wavelengths ]

Distillation is but one way to de-ionize water. There is zero difference in
the end result if either is done well.

...well, typical of "journalism" where the writer has no direct knowledge
of, or experience with what he is writing about.
If his grasp on energy physics is as loose as that, I'll not bother to read
what he says about 'free energy'
