It actually seems to be working correctly except the signal that tells the yellow LED what to do is telling it to stay on rather than turn off. [like getting a zero rather than a one] Is it possible for a programmer to glitch and not detect the difference? ..or maybe a tiny solder ball rolled into an I/O pin....or...a cold solder joint disconnected...or....
