Correct. There's always some particulate silver in the CS so really it's both. Personally, I put in a tiny bit of salt as I can't really take water without the salt.
If I haven't used it in a while, it may start some coughing. The first time I tried it I think I coughed up an old shoe, but I felt LOTS better the next day and could now breath again.
