Jim, I believe the LM334 should be placed in series with your positive electrode, ie. interrupt the wire to the positive electrode. +Vin should be connected to the positive feed from the power supply and Vout to the electrode. The negative electrode supply remains unconnected to the LM334.

When I attached the Anode to the R terminal there was no voltage (millivolt) at this point. If the anode is attached to the V+ terminal you might as well not even have the LM334 in the circuit as the voltage and current would be that of the V supply.
